Well, that second part is what we all are kind of looking for.
The problem is:
a) France has not enough manpower nor budget to fight the war on their own (in a reasonable delay), and there is no other European army.
so we need allies
b) America is not entering the fray.
c) Iran is Iran.
d) Russia is openly pro-Assad and France being anti-Assad and hostile to Russia because of the current operations in Ukraine, makes it unlikely to form a lasting alliance.
e) No African/Middle East army is willing to go.
f) Turkey vs Kurds.
and for the rest
g) Building european armies and founding inside the Union takes time. The efforts should have started years ago.

Pretty much sizes it up, although I don't agree that France is the only army in Europe. They're the biggest one in continental Europe, but Italy, Germany, and even Spain and Poland also have decent militaries.
Of course, you also rightfully imply than the UK has a more than capable army. But with their current political will to engage in international conflict they'd be as relevant as listing the Japanese as potential allies.
Edit: To be fair I'm not exactly sure where the italians currently stand when it comes to leading a potential conflict in Syria.
