I'm not going to post beyond this cause I have issues with this forum, but since my personal opinion is being discussed and I keep getting PM's I'll throw my two cents in. If Carver plans on using depowered Surfer and is not allowed to bring him back up to his full power through amalgamating, then yes he'd qualify as low herald by today's standards and from what I understand of this tourney. Definitely don't let him pull any kind of powerscaling by using vol 3 Surfer and saying "well he can do this, but to a less powerful extent" or do something like draft Nova(Frankie) with him and say he's got a full dose of the power cosmic to accomplish modern day feats, but the stuff Surfer did in vol 1 and the original Defenders series has pretty much been matched or exceeded by those most consider Low Herald in recent times. Going strictly by that period, Surfer would be considered a "Jack of all trades, King of none" even within what we now consider the Low Herald tier.

He's got good feats but he's also got bad feats, just like everybody else. I challenge anyone to actually show WHY he'd be more than low herald by nowadays standards back in that era. I have his best feats ready to use, and I can pretty much guarantee it's not possible. He's very versatile, but not ultra powerful by low herald standards. No uber feats, no (valid)uber combat showings, no reason not to allow him as low herald other than "he's Surfer".
Magneto alone has defeated Proteus, manipulated a Celestial, stomped Phoenix and he's still in the low Herald tier. A couple of highs for Surfer during this era doesn't change the fact that he can be classified as what I said above.
were i in this, i would find the scans to prove that that had more to do with the ERA itself (in comics) as opposed to being strictly ss related. in the 'shark era/earth-trapped era' he had some VERY good feats, fully comparable to feats he had after he left earth.

Yes very good, but do you know of any that are beyond Absorbing Man, Vulcan, or Magneto, or Mar-Vell's BEST feats?
After he escaped Earth he was doing things like creating blackholes, evolving entire planets, and humiliating guys like Wonderman. He has nothing comparable in his classic days that I've seen. Back then he was being given good fights by guys like Ironman and the Vision.
We are aware that Doom is Low Herald on the tier list.
However majority of the contestants voiced the concern of Doom being too powerful for Low Tier. And he was voted to mark him up.
However if you feel Doom belongs in the Low Herald rank. You can make a petition, and we will let majority vote decide if your petition goes through or not.

Doom is Mid.
DOS Doomsday is (probably) Mid.
Earth-trapped Surfer is not Low, and a lot of people would shake their heads at calling him Mid, although the case would be easier to make.
Either way, this team won't fly.

Vulcan, Magneto and Absorbing Man bumped to Mid Herald? Black Adam, Bizzaro, and Bills bumped up to High Herald.
