Everyone does to differing extents, tanks especially do (minus Roadhog and to an extent D.Va).
Reinhardt is also hugely team-reliant, but he's still bar none one of the best heroes in the game and has been since release. Balance should be tailored around high level play, where your team isn't a couple of cats having a fight on top of a keyboard.
if you're able to place yourself in a corridor type situation or have your mates protect your sides, she's a very effective position holder. If I'm defending in Hanamura, I'll pick her, one of her better maps.

People who try and be lone players with her are easily taken down with S76, Zen, Tracer and the Indian (Dot, not Feather) chick.
Orisa would shit down Tracer's throat in a 1v1 IMO. Her DPS is 144, Tracer's is 240. Orisa's DPS is enough to bring Tracer down to 6 health, Tracer's probably won't even half health her considering half of Orisa's health is armour. Furthermore, the spread of Tracer's guns is much higher than that of Orisa's cannon and her bullets have a significant falloff in terms of damage the further away the enemy is, whereas Orisa's have no falloff at all. Furthermore, Orisa can reduce her damage taken by 50% with the press of a button for four seconds, making Tracer's damage even more paltry. Halt also allows Orisa to impair Tracer's mobility, which is Tracer's biggest advantage in most 1v1s.
There's potential for Tracer to outplay, there usually is, but most of the time I think Orisa should win. The others should be able to take her though, yeah.
Not that it matters. Orisa is strongest when with her team. Just because she can't do anything doesn't mean she can't be overpowered. Ana can't wade into the thick of combat and duel Reaper in close combat, but she's still consistently been broken.
