He has no problem perceiving it as it wizzes by him and even reacts fast enough so as to not lose it completely, which ultimately allows him to catch up to it. Can a normal human do what he just did? If his perception and reaction times are such that he can never react to something moving at this insane level of speed, how did he ever see it go by him and move fast enough to track and catch up to it?

Notice the celestial bodies in the background? That should give you an idea of the distances between Thor and the ship, before the former got a chance to react.
After that point, all that is required is flight speed in order to catch it up, and it has nothing to do with reaction speed.
Cap could most certainly replicate Thor's feat, in terms of reaction speed. All it takes is a precise teleportation device and superluminal flight speed.
Compare this to Superman reacting to Barry Allen/Wally West [humans, not a big ass ship] coming from behind at FTL/max speed, recognizing Barry as he passes by him, before Barry reaches Darkseid who is about 5m away from Superman:
That's a reaction feat.
