He doesn't solve it. That is one of the issues with agencies like these lol. It's not so simple. Did you ever wonder how J. Edgar Hoover managed to stay at the head of the FBI until the day he died? There was essentially a mandatory retirement age and that could only be waved by someone like the president.
Plenty of presidents disliked Hoover and wanted him gone, but none ever really moved on him. Why? He had shit on them.

Well, yes. Hoover had shit on Ford Nixon and Johnson. He also warned JFK that the things he was doing could get him killed, but helped him anyway, and he knew all the ties of the CIA to the nazi collaborators. Allen Dulles, for example. Dulles also drafted and partook in the Treaty of Versailles. Good business, I guess.
