Ozy is faster. He's able to catch a bullet, parry multiple lightning fast snap punches with casual ease, snap out punches and kicks with lightning quickness. If you look at the fight scene again you will see Rorshach and Nite Owl throw some attacks that were faster than any attack shown by WS in all movies.
Ozy has better perception speed. He can see bullets, casually parry multiple lightning snap punches, etc.
Ozy is more skilled in h2h (WS is overall more skilled in weapons, knives, etc). He easily beat two guys simultaneously who can each beat a bunch of thugs. He did so with casual ease and amazing improvisation.
Ozy is superhumanly strong. He leaped 30ft through the air, casually leaped about 6 feet vertically, kicked a human lying completely on the ground and sent them flying through the air, casually lifted a 200+ lbs. human and threw him 20 feet through skyscraper glass (which is hella durable), casually caught punches capable of shattering solid marble, etc.
So Ozy is strong enough to damage WS
He's fast enough to hit WS
His perception is fast enough to easily parry WS attacks.
For these reasons, Ozy wins.

I watched all the scenes again. I couldn't find a single scene where WS punched faster than Ozy, Rorshach, and Nite Owl's fastest punches on screen. Since you say it is a lie then post or refer to a clip that shows WS delivering a single strike that was faster than any of those punches.
Point 2 proves speed and reflexes.

Moving fast once outside of combat when you had several seconds of warning isn't proof of combat speed. and Ozy being faster is only your opinion. multiple people have disagreed with you.
Why don't you actually provide proof for your claims?
