We do have a problem with our legal system, it doesn't just apply to cases of rape.
For one thing, the definition of rape's been skewered beyond repair. Essentially what it seems to mean now is that a woman's had some sort of relation with a man ranging from sexual to pseudo-sexual that they either 'did not want' or 'did want, but regret after the fact'. By that definition, I'm sure the statistic is totally accurate. By the word's actual definition, the statistic is total rubbish.
And no, there isn't a rape culture in America. No normal person wants to be a rapist. No normal person likes rapists. No normal person wants to have anything to do with a rapist. Some people need to get off their high horse and stop pretending this concept is exclusive to them.
