I think you're misinterpreting the argument here. I don't think he's differentiating between prepping/performing this ritual. Especially since (for the 10th time), given the context of what the "prep" was, it didn't actually require centuries of prep, just a galactic war. I'm calm, your move 👆

Logical Conclusion: A galaxy wide war with billions of deaths that just happened to take centuries to achieve given the Empire's infant stages. Ergo, time frame is irrelevant.
