First off, those were multiple Hydra goons. Trained SHIELD/Hydra agents. You really have no basis of saying they had crappy aim. It could be that Cap was just that good at hiding behind his shield.

Ummm BS anyone? You can see his body IS exposed when he's running. We've seen this numerous times. We've also seen NUMEROUS people exposed to CIS and just blast away at his shield and not the exposed body parts. I don't care if you call them elite or what you call them, they had piss poor aim or they were under CIS constraints. Either way doesn't help your case. Deadshot isn't exposed to CIS here, and thus he'll hit those body parts the clowns somehow decided not to shoot.
