I disagree. Ozy can see bullets in slow motion. Cap's attacks would appear almost as a standstill. Cap wouldn't land a blow. There is no way in hell Cap can beat someone who can catch a bullet. That's too phucking fast.

We look at overall ability.
For example, Flash doesn't know how to fight as well as Iron Fist. But he will beat the shit out of him because of the speed difference.
Ozy has superhuman perception and superhuman speed significantly above Cap. That alone will beat Cap easily, even if Cap is a better fighter.

Your example sucks, as unlike Ozy, we actually have feats of the Flash fighting at superspeed. you have zero feats of Ozy fighting at bullet-time speed.

If this was true then Ozy should have been able to finish off Comedian in 1-2 blows. He shouldn't have even needed to block any hits from Comedian as he easily should have stepped around it. Unfortunately, Ozy didn't finish thay fight fast and had to block quite a number of hits, which shows us he's no speedster and that your theory is completely baseless.

Finishing someone in 1 or 2 blows implies strength much greater than their durability, not speed. He could have easily killed Comedian by shooting him. He wanted to fight for the fun of it. I.e. he was toying with him.

No proof that he was toying with him. If he really had bullet time speed then he could have easily hit Comedian in vital areas. He never did.

I gave proof. Ozy could have easily killed him without fighting. He could have easily shot him. Ozy choose to fight for the joy of it. Ozy killed Comedian by throwing him through a skyscraper window. He could have killed him by breaking his neck or anyway he wanted. That negates your reasoning.

That's not proof, that's theorizing. Proof is you posting a feat. Remember that Ozy catching the bullet was a single movement. For him to do what the propose you'd need to prove he can move that fast multiple times.

Ozy doesn't need to move as fast as a bullet to defend against Steve. He can move less that 1/5 as fast and still defend easily. Ozy's perceptions are the key. He will easily see Steve's attacks.

No it's theory. Truth would be something you can provide proof for. Proof would mean you posting a clip of Ozy moving as fast as you claim while in combat.
