You don't know that you're just assuming. You act like your opinion is factual it isn't. When Sidious faced Maul, Yoda, Opress, etc. he didn't defeat them right out of the gate with their force powers. We have two instances of against the guards. One in which they weren't in the same room which isn't applicable here. The other instance he let the guards move first on him. That shows Khan will definitely have time to attack first. The bulk of the evidence is in my favor.
Once he closes the distance it's over since someone weaker with one hand killed Palpatine.
Proof required. He was approached and agreed. When did they say he was the greatest ? Speculate much. Khan has superior feats, better hand to hand fighter, more durable, better weaponry, etc.
He tanked the stun blasts which ko's. Eight shots after an extended fight and crash landing. Khan closes and wins.
