My take is if A is just as strong as B (or close peers) by direct confrontation then A is as least as strong as average B (not high end B).
So since Orion does not have the top strength feats as Superman, he is at least as strong as an average Superman (or close to average Superman in strength).

You didn't understand a word I said.
If a character lacks strength feats then we go off direct fights with characters of known strength. The character who lacks the feats, if shown to be near equal in strength in their fight, can be assumed to be near the AVERAGE strength of the other character.
That means Orion is nowhere as strong as Superman when Superman is at his best (because he lacks Clark's feats). But Orion does operate with roughly Superman's average strength due to their fights. Unless Orion has multiple showings of him struggling with forces far below what average Superman can handle.

If a character can lift X tons then they can only apply a small portion of their lifting force when they have little to no leverage.
