Any reason this would in any way apply to Ulic? This could easily refer only up until that time. Also This would theoretically be comparing Jedi Ulic to Jedi mace in power, a fight mace would likely win.

It applies to Jedi Ulic due to it referring to the Jedi Order as a whole, and not any particular era.

Not sure what you mean. Those quotes apply to every duelist ever produced by the Jedi Order, including Ulic.

You have given me no reason to dismiss the quote. You have only listed what Vitiate can do, when instead you should have been focusing on what Ulic cannot do. In the absence of a retcon, the way to disprove a quote is to prove that it contradicts the source material, and so far you have failed to do that.
