I actually think Popeye wins. Popeye could likely achieve any effect Hulk has on panel with a single punch whereas Hulk can't accomplish many of the things that Popeye can. And yes, Popeye's feats are via strength. The spinach is just the catalyst. Popeye hits so hard he bends reality to his will upon impact.

well SBP, Superman 1 million while extremely depowered. punching the time barrier is different than altering physical reality without any plot device used to punch it. while punching time, everybody are using some kind of devise to alter the time. its not a big deal since kal kent did it while being so depowered to the point the metal man crew who are just metas posed a threat to him.
