Well perhaps now because they're being super slow about it. Justice League came out in 2017. As a frame of reference it took 4 years from the first Iron Man to the first Avengers. And another three years to Age of Ultron. But with plenty of solo films as build up to both.
But I'm fine with the way they're doing Shazam/BA tbh. Just get on with it ffs. Shazam1 came out three years ago.

Pretty sure something happened in the last 3 years that kind of slowed big movie productions down. Can't remember what it was though.
I see the opening scene from the first trailer, I keep thinking I'm watching Black Panther because they ripped off the look of the flight craft and the circular trap door opening. I see the new trailer with Brosnan announcing themselves as the Justice Society, I think they are ripping off X-Men with the whole mansion grounds opening for the jet. I wonder if people are going to see Atom Smasher as just a Giant Man rip off. DC & Warners trying to get their own audience by subtly lifting from Marvel films...we can see it.
Before the whole DCEU went sideways with the release of Justice League - though the films were already getting judged poorly by critics and fans for the most part - I think they had a plan. But rushing things to get their own Avengers out backfired. Now, although we are getting a lot of random releases that don't seem connected, I believe the plan has become to build to a Crisis type event involving multiple earths; what we saw on TV in the Arrowverse was like a dry run for it.
Why do the Crisis? Because Darkseid being in love with math (ie. the anti life equation) isn't a big enough threat. You want a Thanos level threat, you bring in the Anti-Monitor.
So Black Adam and the Justice Society, that's going to be a separate earth from the one in Shazam (so Dwayne Johnson won't be the figure refenced by the Wizard in Shazam who used his powers for revenge and released the deadly sins on the world.) The Amanda Waller seen in the trailer, she won't be the same one we saw in Suicide Squad. And so on.
The hope being, once these various earths are smashed together, we finally get the DCEU we were supposed to get from the beginning. That's my theory.

I mean, the school thing? Sure, I'll grant you that, but the rest? Honestly, I don't see it. Not unless people have only ever seen MCU films or something.
And Darkseid? When he has the ALE he was about to destroy all of existence. It took a literal miracle to even have a chance at beating him. And it wouldn't even be hard to translate to movies. Sure, The JL movie didn't do him any favours, but they could easily fix that.
