Except, you know Ultron isn't shaped like a sledge hammer, but as an oversized human, he's not a solid block of steel either.A more accurate comparison would be someone breaking concrete with the flat side of a shovel.
Ultron isn't a solid block but is definitely harder than a shovel. And since Ultron's shell has no give to concrete and his internals increase his mass then it's equivalent to him being solid steel of a certain thickness (less volume than he currently is though).
My point is that a vehicle deforms greatly upon impact. Sledgehammers and Ultron doesn't. I believe a shovel will deform if it is subject to the necessary force to bust a concrete column.
