I don't think I'd slap an assault charge on someone who told their mate to beat someone up; I'd probably give them an 'accomplice' type crime charge. Telling your friend to jump into a river from a height and them doing it and accidentally dying as a result, I doubt I'd even charge them for that unless it was possible that foul play was involved, as the person who jumped didn't have to just because their friend said to, and the friend is going to be mentally traumatised from accidentally causing their buddy's death anyway.
Ultimately, it all depends on the context and how serious the person is about what they're saying. Trump said that weird comment about 2nd Amendment people 'sorting out' Hillary or whatever, and if someone did go off and shoot Hillary after that, then I'd say he was partially culpable for that, despite it clearly being a joke. It's different, however, to someone either coercing someone to commit suicide (give them a full murder charge) or advocating in plain speech that a specific person should be killed for x, y or z reason to a group of people likely to act on those words (same charge as hiring a hitman).
