It does say Palps was feigning weakness during Lightning clash. Anakin was there throughout the Lightning clash.
The novel says Palps Lightning was overpowering Mace’s Lightsaber blade.
Those are just the facts. There’s no If’s or But’s there. The speculation bit comes in at who would have won the Lightning clash had Palpatine not feigned weakness.

TK: Snoke dominated Rey, who did lift dozens of boulders that covered that cave entrance. He's also superior to Kylo, who can collapse stone huts. Palpatine lifted iirv 4 senate pods, and is comparable to Yoda who past his prime lifts X wings which are stated to weigh 10 metric tons in the SW databank. Unless some does a calc for Reys thing, I'd give it to Palpatine but I'd say they're roughly equals.

Windu also had difficulty trying to bend away Palps lightning. When overcharged also makes mini explosions. Scaling from Dookus lightning makes it more impressive since Dookus lightning vaporized rock, causing an explosion on AOTC.
Mind powers: Snoke bridging Kylo and Reys minds to the point they can see and feel each other is good, but Palpatine clouding the Jedi orders ability to see in the future is better. That's 10,000 Jedi not being able to see into the future nor determine that Palpatine is a Sith, and their overall usage of the.Force was diminished.
Physical abilities: Easily Palpatine. Faster than 2 Jedi masters can react, fast enough to dodge high speed pods thrown at him and scaling from Luke react to a 310 mph speeder bike and hitting it with perfect timing. His duel with Yoda was incredibly fast, and he leaps dozens of feet in the air and lands just fine. Also a master in Lightsaber combat. Snoke only arguably has reaction speed going for him since im assuming Kylo wouldn't be able to.blitz him with an attack before Snoke uses the Force on him.

An impressive feat sure but in the grand scheme of combat it means little to nothing outside of reaction time.

Yoda is smaller than Kylo and weighs less.
Yoda was disarmed but clearly had the power to redirect the force of the blast to hit them both. We see Sidious start out with the upper hand but in the end Sidious screamed out in pain when Yoda turned the tide. That showed they are equals. Comparatively that demonstrates Sidious is more powerful than Dooku not Snoke.
Windu did send it back and Sidious survived multiple seconds of it applies to his face. It scars him nothing more. He didn't need medical attention. Sidious also hurled lightning on Luke for over fifteen seconds total iirc and he walked away with no facial or body scarring and was fine.

That's the force balancing out the dark side to the light just as it raised Rey's powers to match Kylo's. Rey did nothing to improve her powers the force just naturally balanced them out. It's also silly since Sidious or Vader couldn't sense Kenobi's location or even know Yoda was still alive prior to him trying to assassinate the Emperor.
Featless Jedi. We see Windu defeated him one on one. Windu is less force powerful but his dueling skills were superior to Palpatine. Celebrate and applaud the win over the unimpressive other Jedi masters.
Snoke definitely showed superior reaction time to Rey and Kylo. Snoke would force rape Sidious before he could even execute an awkward cheerleading twirl in his direction. Snoke is too strong with the force for Sidious to compete.
