Carver's not wrong here, he just worded it bad with the "was" though he says Zeus restored his powers thus adressing him being weakened.
As I remember it, Hercules was around Spider-Man level. Him being anywhere above that, and that being the only case recently of him being weakened is Zeus restoring his powers.
Otherwise you have Hercules being a fraction of his power doing planetary level feats.
Like I said, issue number, because that scan says anything but Hercules currently being depowered.
