Vader didn't kill millions. That was Tarkin. And it was billions that died from that first Death Star. However, your point is still correct: he took part in the building and supervision of the Death Star. Vader was like Major General Leslie Groves (the Major General in charge of the Manhattan Project). Sure, Major General Groves did not kill all those people in Japan when the A-Bombs were dropped but he is responsible for their deaths, indirectly.
Vader did kill thousands, however. Jedi. Including younglings.
Vader's evil is well known and documented. Also, The Force is seen (in the OT and PT) as more like a universal judger based the content of one's heart. Like God. You cannot like to The Force. If Vader was redeemed, he was redeemed. He truly changed and forsook the Dark Side. That's the right Lucas gets when writing his stories no matter how much it offends our morals and sensibilities. Christianity is not too far off from it. Lucas took concepts from Buddhism and Christianity when he wrote the Star Wars mythology stuff.

Yeah even if you ignore all the shit he did after episode 3 and focus on stuff just from the movie he murdered several children.
Now when it comes to the number of people he killed, it depends how you wanna count it. If you count people he ordered killed I think the number could be in the hundreds of thousands over the span of about 2 decades. He didn't have a planet destroyer, but I think a star destroyer could law waste to a city of thousands of people if it bombarded it repeatedly from space.

Yes, depends on how much of Legends (EU) stuff you accept. If you don't, he didn't do anything between Episode III and IV except oversee hunting down the last Jedi, building the Death Star, and having a few skirmishes with the nascent Rebel Alliance.
