He's a weak villain, but I still think his arc is salvageable. They could do really good things with him to bring him up to snuff as a character.

Kylo is interesting. He may be a weak villain but he is by far the most interesting new character in the mess that is the ST. Honestly, he feels more like the "protagonist" in this series they any of the other characters. He certainly was the protagonist of TLJ.
Anyway, it's too late to try and make him a threatening villain. That's why they brought Palpatine back.
