They have given various explanations for the lack of a medal and none make much sense. First George Lucas said he didn't get one because Wookies do not find any value in material rewards. Then he changed it to that Chewie did get a medal in a smaller ceremony later on and the reason given is that Chewie was so tall Leia had to stand on a table to put the medal on him and she didn't wanna do that in front of others cuz it wouldn't be "dignified".
Doesn't explain why Chewie couldn't just bend down.
