While another argument is about how Rumlow performed against Cap and Falcon.
In the Falcon fight, the choreography was bad, showcasing mediocre level skill and speed.
In the Cap fight, Rumlow had actual weapons in his hand, it wasn’t a pure h2h fight. These weapons gave him significantly more reach and Cap less reaction time. And it’s hard to block from that angle when one of your hands is occupied and you can’t touch the weapon.
Also, it can be looked at it was a bad showing for Cap since the attack really wasn’t that fast and Cap could have kicked or used better skill to not get tagged by the weapon.
Here Batman shows great skill against multiple ninjas (blocks simultaneously attacks, attacks fast, uses skill, etc)
