Kong Kenan may now be effectively a full Kryptonian, now that he has mastered his powers. It's unclear, but seems implied.
Superman often seems to outperform other kryptonians, though head-to-head he typically seems to be 'on their level', if perhaps somewhat stronger. Superman's edge usually comes from experience and skill. However, other Kryptonians never seem to get the full-on uber-man portrayals Supes sometimes gets where he cuts loose and is somehow outperforming teams of top tiers. No real reason other Kryptonians should not have the same high end, but it rarely happens.
Still, even if Kenan is not quite on Superman's level (or even Supergirl's) he should be far more powerful than de-powered Supes and should have the advantage, even with Supes being more experienced.

This is why I tend to rate it as an advantage, but a very limited one. These examples are dwarfed by the number of fights Superman has had vs. normal-speed bricks where it was simply not used.
And some of these examples are just of it providing an edge. The Mongol beatdown was the only time I can remember where Superman used it decisively to beat a guy who was typically on Superman's level, otherwise. Though it should be noted that in this particular arc, Mongol wasn't really on Superman's level. It was more of the type of thing I discussed earlier, where sometimes a realistic application of powers is used to get an insta-win vs. an opponent that Superman (or another hero) would have beaten down without speed anyways. In the arc in question, Superman was outpowering whole groups of bad guys who used to give him trouble 1v1. Even without speed, Mongol would have gotten the crap beaten out of him in that arc. Supes was on anotha level.
On most days, they'd beat him up for a while. Maybe even win, unless they try to really finish him.
But in round two, or if Supes is in 'all business' mode from the beginning, he can beat them both. Under 'weaker but savvy' Superman writers, maybe Supes would get crafty. Under others, he'd just steam roller.
Big Bardas Mega Rod has some insane feats.
Barda established the thing is sentient, and evil. Like Stormbringer, the sword of Elric of Melnibone.
This one time, she left it in the trunk of her car, and the car was stolen. The carjacker finds it, and immediately slaughters his friends, the police, wipes out a JL team that had Barda on it. The human was clearly amped, as he was tanking bullets. In a rematch, Barda looks like she's tanking the rods energy blasts, laughs that the user isn't experienced, advances on him, and just before grabbing him, she drops.
This is from an inexperienced human, so clearly Barda can output a lot more energy.
Not to mention, she did KO Supes with it, rather easily, during the infamous "porno tape" issue of Action Comics.
To top it off, she can bfr, as she did to Lobo.
So yeah, her and Maxima both are too much.
