Yoda has a special bond with Dooku as per multiple sources and didn't want to hurt him. Even in the film which you take as the only canon it appears that way.

Pretty clear it’s referring to potential. Referring to his inferiority to the emperor was because Sidious grew in strength alongside Vader, referring to a passage of time, nothing indicates he can’t surpass ROTS Sidious, he wasn’t on Sidious’s level due to growth on Sidious’s part, he was equal to ROTS Sidious during Knightfal and inferior to the present Sidious after, as in he couldn’t surpass Sidious due to the letters growth, as stated above nothing indicates he can’t beat past Sidious, especially when 7 quotes put him as more powerful than his pre suit self.
However I think Sidious refers to Vader's alignment? Meaning he was more and more shifting to Darkness(after all Palpatine thinks the Dark Side>Light Side). And if the concept that Vader<Anakin is wrong, then Anakin/Vader is pretty much a banal Sith Lord. It wouldn't make sense he asked for Luke's help to overthrow Palpatine when he could do it himself.
