Batman is indeed terrible for all those reasons you mentioned even though, being fair to his media, characters tend to get stale due to status quo.
But despite being bad characters there are two actual reasons for me to prefer Batman over Joker
You mentioned the first one: Joker's madness. That becomes an excuse to any action or inaction. At least when Batman tries to control everything we know it's a human flaw and he gets to face consequences for it, Joker faces no consequences because he has no real motivations and he doesn't care for anything.
The second part is that Batman interacts with other characters and they can develop themselves, so even if Batman is terribly stale and ruled by the same basic obsession of controlling, those around him will react differently over time giving him more story possibilities. Which is something that Joker refuses to do, he doesn't develop meaningful interactions with anyone and characters related with him can only develop without him.

Joker's biggest problem is that he can't exist without Batman so he just comes back over and over and over again on top of never evolving as a character which makes it all the more blatant

Kang proves that you don't need to be a "nuanced complex character" to make stories more compelling and fun.
People need to stop thinking deep characters are better by default, a character is only as good as its ability to carry plots (character consistency is there to make these plots make sense)
