Such... boring and predictable story-telling. This pattern has been used ad nauseam in comics:
1) Introduce a new big bad.
2) Have him defeat several established powerful characters without breaking a sweat, in order to portray him as the big threat. Downplay the abilities of said established characters as necessary (= apply PIS).
3) At the end of the arc, have some hero(es) rise to the occasion and defeat the big bad, in contradiction to the power levels shown during step 2).
4) Portray the big bad at these reduced power levels ever after, or forget about his existence all together.
Would it be too much to ask to have, say, the Legion be taken out of the picture via some ploy instead of just having him get overpowered? But no, the writers choose the unimaginative, predictable route of just hyping up the new guy at the expense of the old guys. Sigh.

Particularly egregious with the mutants and their resurrection protocols, not to mention Scarlet Witch. There are literally no stakes.
That said, apart from the Legion fight, I actually enjoyed the issue. It was written well enough that despite us knowing they can all be resurrected, it was still a tense issue.

But either way -- you're absolutely right. And they don't do it just with villains either, many times new heroes one-up established heroes.
