It’s not the first time enemies have teamed up for a greater purpose.
But they have strict "mutants only" rules.
As messed up as Sinister is, he's still just a mutate with numerous enhancements of different kind.
Even IF we say he's close enough to being a mutant, then it would only open a can of worms and other "almost mutant" characters would have to be allowed on Krakoa.

Like it or not, Cain Marko has been an X-Man just before the "Hickman Era" of the X-Men... but apparently that's not enough to be welcome on Krakoa --- but Sinister, who has f*cked Summers in the ass 9,001 times, gets the council seat.
Honestly, they might just as well reveal that Scott and Nathaniel are roommates... or even a couple.
