Honestly, I know we joke about writers being assholes, and as much as I might complain about Charles Soule or Scott Snyder, I have to at least consider the fact that how they see the characters they write is just different from how I do.

I'd well believe that. The sexual element has cropped up a fair bit since then, I think. Hell, even the Arkham games imply that he's at least something of a predator.

See, that's the problem. At best, they imply that.
He hasn't been caught red handed. Not like, let's say, Dr. Light.
Most Batman villains don't care about sex at all; they're obsessed with other stuff so much, they can't function like normal human beings.
Sexual inhibition does happen a lot in such cases. That and we have Mad Hatter appearing in cartoons for kids all the damn time.
Right now, Joker's words might be more convincing, with Hatter being into adult males.

But yes, he likely forgot to take his meds 👆 Would explain the way he acted, too.
For a while, Mags believed himself to be a physical powerhouse as well, even going as far as to break a table in front of his own Brotherhood.
Stan Lee was awesome, but he loved to repeat himself... "Doom is a tech genius, Mandy will be, too".
"Hmmm Mandy knows karate, Magneto should too, let's have him break that table with a karate chop!!!"
