And the only way for a character to escape is if they are written out of Limbo.So if Merryman started appearing regularly in current books, then he would effectively be removed from Limbo. Tell me how anyone in real world can relate to a superhero that shoots heat vision or the other Norse god that shots lightening bolts or that they fly have super strength.

A character(like Merryman) can be written in an issue, and when that happens, he is effectively removed from Limbo... But if he isn't used again for a long period of time, he returns back to Limbo with the other "forgotten" characters, waiting to be written out of there once more.
It's like a metafictional purgatory for unpopular characters.
