Juggy TANKED being inside of Oblivion for over 1 year until he STOPPED giving into his rage/hate. The most Oblivion was able to do in that instance was age Juggy to death and remove spellcasting knowledge from Juggy's mind. It wasn't until the storyline where Juggy became a Cap U that we saw Juggy (Cain Marko) cast a combo of spells to recreate his helmet.
Juggy's Armor, itself, has tanked Logan's adamantium laced claws. That's something that Thor, the Thing, the Hulk, Gladiator, Colossus, and even Terminus (who wrecked Supes in the JLA/Avengers series) can't tank.:
Aunlike Supes, a Non-Weakened Juggy has UNLIMITED Stamina. Supes stores of solar radiation would get exhausted in a fight against Juggy w/out BFR. And as confirmed by Cytorrak himself, Juggy (Cain Marko) gets stronger and tougher the more he gives into his own hate/anger. As an avatar he's as powerful as his patron dictates. So at max power he's going to be as tough to crack as Cyttorak himself.
And the stats do match what the comics shows

What lessens Juggy's feat is the era it happened in. Warhawk replicated the same feat, even though he was "just" in Cage's durability tier, more or less.
Warhawk was perm amped and that perm amp left him mentally unstable. Cage's skin can be cut by Logan's adamantium laced claws as well as high powered lasers. Juggy's tanked the equivalent of a M.A.S.E.R. blast when Firestar used such an attack on him in order to keep him away from Thor.

Amped beyond Cage? Maybe, but not likely, as the repeated gunfire from Maverick worked just fine and it was when Warhawk was upgraded.
Took a long time for Claremont to fully establish Wolverine's powerset, including adamantium's properties.
