No, you're right to bring this up. This is a good point.
Contractors are not federal works, however. The post I responded to was referring to federal workers.
Also, I was a federal contractor during a sequestration when Obama was in office. I was considered "essential personnel" so I didn't have to consider the money problem at the time. But I would be devastated if I had to go a month or so without pay at the time.

Not to mention that many federal workers, such as correctional officers who work in prisons, are required to maintain a good credit score and a history of on-time payments, as conditions of employment. Financial difficulties make them vulnerable to exploitation such as taking bribes.

This is not a simple matter of neglect or incompetence though, this is deliberate. It is not as if they forgot, they did it on purpose. They are governing by ransom, effectively threatening Democrats with damage to the country, unless they acquiesce to their ludicrous demands for things they could not get through regular order.
