Logic elludes you my friend. The very reason Hydra decided to safe the life of a crippled enemy soldier and not only that, to inject him with one of the most powerful weapons (SSS) proves that they knew how deadly he was.

I never said he was the best prior to being injected, I said he was one of the best and that after the SSS he became the best.

Prove Ward is worthy of the SSS.

The site clearly states that Bucky was a WELL TRAINED Soldier. Again, considering his condition prior to recruitment by Hydra, he must have been valuable.

Winter Soldier Programme:

Again, the Winter Soldier Programme was applied to only the best...a program Bucky was chosen to undergo.
