It's asinine to assume the contrary.
There is evidence against that theory.
For example, Thanos one shotting Cap (never one shot Thor).
Oh, so you forgot the part where Cap was beating Thanos, while Thor was lying on his ass all beaten up? So convinient. You also forgot Thor 1? More convinient.

Infinity Sword.Lol! Worthy Cap>>>>>>> Dark World Thor.
Worthy Cap is just as strong as Thor is, plus, he is WAY a better fighter.
Thor didn't lose his powers just because he lost Mjolnir, Odin took away Thor's powers and put in a spell of sorts on Mjolnir that if Thor became worthy, he'd regain his powers as well.
We learn later in Ragnarok that Mjolnir is a focusing tool for Thor's powers, but he has them inherently.
So there's no reason to believe Cap gained Thor's powers just because he could use Mjolnir. Do you also believe Vision gained Thor's powers when he was able to hold Mjolnir?

Odin's words are clear, whoever is worthy shall possess the powers of Thor. Superstrength is a power, just like casting lightning is. Also, Worthy Cap was blocking enraged attacks from Thanos, whilst normal Cap was easily being one shotted by Thanos.
Worthy Cap is superstrong, there is no evidence to suggest otherwise.
P.S: Vision wasn't a living being, not really. Plus, he was a personification/manifestation of the Mind Stone, which is an infinity stone.
You can't really compare Vision with Cap.

Good point regarding Vision. Never thought of that.
Another thing to consider is that Thor's "power" might only refers to his thundergod powers. His strength and durability are more a result of him being Asgardian and a trained warrior. Losing Mjolnir did not result in him losing his strength and durability.
When he did lose them in Thor 1, I'm pretty sure Odin did more than just remove his power but changed his entire body composition to make him a "midgardian".

Heck, that whole 3 on 1 fight against Thanos in Endgame was sketchy. I mean, it was pretty badass, but consistency of power levels were all over the place.
Was badass the way it began (best moment in the film for me), then got kinda silly pretty fast due to the inconsistency of it all.
I dunno, I just feel Endgame as a film is very overrated.
