Cap has human level fighting speed. Therefore they are automatically fast enough to land attacks.
The main problem is that people seem to think that A) the bears will act as a cohesive unit and attack him all at once, taking advantage of their numbers to swarm Cap from all angles. When in reality, all these different species of bear will probably be clawing at each other to lay claim on Cap, hurting or killing themselves before they even get to him.
And B) that Cap can't punch or kick really hard and absolutely destroy whatever part of whatever bear he hits.(Skull=Dead, Forelimb=useless, etc...) Then use his far superior speed to back up a bit, and take out the next one.
For some reason you guys seem to think that 6 Apex creatures who are all solitary hunters and the biggest thing around will just easily put all instinct aside and work together like a SWAT team.
