its difficult to write a suspenseful story if the Flashes always run at optimum speeds and freeze everything around them. Technically, they should be able to dodge just about any attack thrown at them of ot isnt anywhere near their level of speed.
No Cis and Pis involved and Supes will NEVER beat Flash as long as speed steal is involved.
