Of course stats count somewhat, but when it comes to MA/street battles skill is what counts most. I'd peg Shiva just as skilled, if not more so than Elektra. I'd also put Batman above Matt, skill wise too, imo.
So you say that they are close in skill and its has been shown that Elektra has the better stats with feats. So Elektra wins, despite being on DC editorial board I knew you would eventually come around.
So here’s Elektra training with Punisher. She was completely owning him despite holding back. Crazy feat she ran off of the sword that he threw.Some time after their training, Punisher goes to war against the Thunderbolts. Below its Elektra’s turn and despite the fact that she is still holding back, he is clearly no match for her. Even though he cheap-shotted her and attacked her with a knife to her throat, she still tried to help him.

Of course the Punisher is almost always bloodthirsty, but here he is way more pissed than normal. The Hand stole the bodies of his dead family, so the Punisher was clearly going all out against them to recover his family. Unbeknown to him, Elektra was in disguise as a hand ninja and managed to stop him without much violence.
In an older encounter Elektra sliced and diced a man to pieces, while the Punisher grabbed him and he didn’t notice it until man’s limbs started falling apart. Also she effortlessly grabbed the Punisher’s gun out of his hand before he could react, after she ripped a man’s heart out barehanded.
