Maybe but the point is TP isn't an instant victory because the Z fighters have encountered someone with decent TP and have some TP themselves. Not that it matters MM has nothing to do with 17 and 18 vs WW and Shazam.

As you guys can all tell, I have zero clue with one side, but can semi argue the other. It's kinda called the H1 school of debating, except I actually know one side.
Babidi's essentially a wizard, with a fairly limited bag of tricks. His TP works on "evil" minds, making them much more powerful, but in exchange for becoming enslaved. You know someone is enslaved if they have an 'M" on their foreheads (Called a "Majin"😉
Vegeta essentially chose to let Babidi do this to him, so he could get a free powerup. Then he defied Babidi and attacked Buu, and sacrificed himself to save his family (Buu is like Gumby, and simply reformed)
Against non evil people, Babidi's never done much beyond sending messages on a world wide scale. Even against semi evil people like Vegeta, he couldn't maintain control.
So not much he can do to a true telepath like Martian Manhunter.

But yeah, the simple fact is no one like Xavier or Jean exists in Dragon Ball. The closest we ever got was Babidi, and he was no Xavier.
