It's widely accepted Beerus meant God of Destruction when he was talking with Vegeta too though.
Dende is a god by a literal interpretion. You don't need to be strong to be just "any" God.
It's the Gods of Destruction who require a certain level of strength.
As for Zeno following them, it was well into the Destructor tournament that he started to complain, so odds are he can follow the weaker ones just fine.
I mean, the fact Toppo is a candidate at his strength level, and Goku is clearly superior to him, and only lost because of his usual hubris, should prove he was GoD material even back then.
