In the same way you think of comics, where someone different is writing a character every other month, and doing whatever the hell they want with abilities/powersets.That's why we can take most character statements made in DB at face value, unless we are given a legitimate reason within the source material to believe otherwise.
As for SPC having the ability to destroy the solar system: that was also confirmed in an officially licensed source outside of the manga/anime(and yes, such sources are perfectly canon to DB.) Same with writer interviews: if Toriyama makes a statement in an interview(like when he said the Kaioshin are responsible for creating the worlds within their universe and seeding them with life), then it simply becomes canon, even though something like that has never been shown or implied in the primary source material.
In the world of DB, Toriyama's word is essentially God: irrefutable and incontrovertible... Much like George Lucas was to Star Wars(pre-Disney.)
Toriyama contradicts himself all the time though.
Everyone argues like he isn't just making it up as he goes along, and actually intends things that blatantly contradict other things (Again, like Master Roshie, Piccolo, and Radditz all doing light speed stuff based on statements and how long it takes a beam to destroy the moon, while ignoring that Toriyama thinks Goku can't cross a million kilometers all that fast, before or after his King Kia training)
