I get what you're saying. It just doesn't work like that.
You could pick Krillin and stomp Kid Buu. That's how fighting video games work. Select a character and beat the shit out of CPU or your friend controlling the other character. Games of this genre don't even have a real plot, most of the time. So, there's no use for estimating the PLs of the characters. The only "PL" that matters is the skill of the player controlling them.

If you think Cooler's PL is inaccurate, that's cool beans, and it surely wouldn't be the first one V-Jump got wrong.
But not because it was some game-only shit.

Now if we wanted to assess the formidability of Dark Jedi Desann in Jedi Outcast, that's a wholly different story.
But that's a game with its own plot (and a damn good one, too), many cutscenes (including Desann dueling Luke) and obviously very different mechanics from fighting games.
