Zenkai boosts were obviously a thing during the Namek arc. That's why the power of Goku and Vegeta increased by orders of magnitude during that arc. But back then, their powers only increased after merciless beatings, and/or near-death experiences.
...And then the ability wasn't really mentioned or used again for the rest of DBZ, with the exception of Cell(who reached his 'Super Perfect' form due to the zenkai plot-device.)
As of DBS, however, the ability is even more haxx. Now the Saiyans don't just receive boosts after healing from massive damage -- they also continuously powerup while they are actively fighting an opponent with similar(or greater) power.
This pretty much sums up Saiyan power-scaling as of DBS:
In a lot of ways, Saiyan zenkais are a lot like Doomsday's 'evolve on the fly' powerset. Just when you think they've reached their limit, *poof*, they get even stronger.
