This pretty much sums up Saiyan power-scaling as of DBS:
In a lot of ways, Saiyan zenkais are a lot like Doomsday's 'evolve on the fly' powerset. Just when you think they've reached their limit, *poof*, they get even stronger.

this was already brought up, but even saiyan arc vegeta tanked the kamehameha that overpowered his earth destroying galic gun.

so it makes sense that a far stronger vegeta would need to lower his power down to the point where he could actually be injured by a planet killing blast.
