Even if you argue Thor is stronger then Bill, they're close enough where the outcome should be the same.

My answers will shock some but at least I tried to be objective as possible (I like both characters equally).
1. Thor but not without some damage.
2. Surfer easily. He simply has feats of blowing up planets and creating singularities.
3. Surfer is more durable but Thor has better damage soak
Also Thor is more resistant against energy projection anyway. Thor wins this.
4. Thor wins because Surfer has no running feats.

Thor also fought Dumb Drax with the Power Gem in this era. Hell, he fought Dumb Drax and Merged Hulk at the same time and held his own.
I don't recall Thor fighting Dumb Drax and Merged Hulk together. He does fight Dumb Drax and Maxam together without the Power Gem and shows an advantage as I recall.
