I'm the only one debating here. You guys are saying Namor wins because he is stronger. That's a dumb argument. It shows lack of decent intelligence. Do you know how fast light moves? Circle the Earth 7 times in a second. Just imagine how fast someone would be on a battlefield traveling that fast? Namor would not be able to hit someone with that level of speed and perceptions.
All Phoenix Force hosts can travel FTL, the all have vast TK and TP abilities, the Phoenix Force can emit cosmic fire capable of burning anything. They possess vast cosmic awareness, super strength,matter transmutation, and life force draining powers amongst other abilities. The levels of their abilities far outshine those of the Heralds of Galactus.

A few people are disagreeing with me because we are debating off different basis.
In a comic, if Surfer fought Namor then the writer will probably downplay Surfer's speed and perceptions. He would blast and get close to Namor and probably get recked. But if Namor was a new villain in a Surfer comic where Surfer was the only protagonist then the writer will have Surfer when somehow. It all depends on the story.
But in a forum, we have specific rules (such as full capacity and no PIS) that makes fights happen different than they would in a comic when plot is involved.
Surfer has light speed reflexes. He can react in a nanosecond.
Namor wouldn't have moved a millimeter in a nanosecond.
Surfer has feats of circling enemies in a tight circle while traveling FtL.
Surfer has created black holes in people, sucked souls out, TP an entire planet, resisted TP from Uber beings with TP, drained energy by touch (Hulk) etc. The Phoenix force was also shown to be knocked out of an avatar during a confrontation. If it can be easily knocked out of someone then Surfer can easily manipulate it.
Now don’t get me wrong. Personality plays a role. Surfer will most likely blast and maneuver around for awhile. After seeing that this tactic isn't working too well then Surfer will change tactics and try something else. Maybe attempt to manipulate the PF out of Namor or something else.
The main point is that it would be highly improbable for Namor to land a blow IF SURFER IS FIGHTING AT FULL CAPACITY with his speed and perceptions in play.
