I definitely see Firestorm as a good match for Surfer in many areas, and exceeding him in a couple, but overall I'd probably still take Surfer today, just knowing him as a premium level character who takes on big threats consistently [even if he gets battered in some of the showings.].
Firestorm is pretty underrated by a lot of people, though, so I'm glad to see some people sticking up for him.

Firestorm has range and versatility of matter manipulation that Surfer doesn't. It's simple as that.
