Doomsday was a monster that had only one thought pattern, destroy. Nothing in that comic proved he was holding back. If anything, the opposite was said.

But the principle is still there( the faster you go, the more momentum you gain, hence, the harder you can hit).
A faster jab is more powerful than a slower jab, a faster haymaker is more powerful than a slower one, and so on
Anyway, DOS Doomsday could possibly make it to 6. Assuming Red Hulk isn't in his classic incarnation.

Again:
All powerful punches are fast. Not all fast punches are powerful.
If someone has been hit the hardest they've ever been, that hit would be fast. Doesn't necessarily mean all fast punches from the puncher would be powerful, but I guarantee you that all their powerful punches would be fast as heck.
