Dominion is a category. "Normal" Dominions do fear Galactus and the Phoenixforce and universal Abstracts. But the oncoming Dominion that the Beyonders were dealing with has been revealed to be far from a normal Dominion.

As an analogy, a normal Celestial might fight Galactus on a near even scale but Exitar or the Fulcrum or the Voltron Celestial are pretty different from normal Celestials.
