^right, as h1 says. We would need proof of this in the first instance. It is interesting, however, that since we all accept that Sue's shields would be up - why don't we all accept that a bubble is already inside Storm?
Sue is queen of multitasking. She can create force fields (which aren't even her power anymore - comics have now retconned her to be an energy manipulator) both offensively and defensively, at the same time. IF we accept she is fast enough to create a forcefield shield around her, then we must also accept that she - at the same time - has also created a forcefield inside Storm's brain.

Storm approached lightspeed? Close to lightspeed? That's cute. Here, Sue aligns each and every photon (so lightspeed particles - multiple) from Johnny Storm after they had been fired, whilst creating a construct strong enough to handle his Nova Flame, just after stopping a town-sized asteroid travelling at Mach 50
'Approaching lightspeed' would be nothing based on that. Of course, that also conflates travel speed and reflex speed, which aren't the same. Or maybe they are? Just a little example - when Nova (Rider) was flying away from the Cancerverse, only the Surfer was fast enough to keep up. Not Gladiator, not BRB, not Cap Marvel. They eventually all caught up, of course, and included:

That's assuming she doesn't just use her superior speed. Her shields have blocked reality warping on the level of Cosmic Cubes from affecting things inside the shield, for example.
Yeah Sue pretty much has autoshields... and not to mention if she were to turn invisible right off the bat, I doubt Storm has any way of directly focusing on where she is.
Storm's only option is through a wide-area effect that covers the entire environment they're fighting in. If she were to turn that environment into a total vacuum and at near absolute zero temperatures, then eventually, Sue will run out of air and suffocate or freeze.
The problem is doing all of that takes time, and Sue's not just gonna sit around meanwhile and wait for all the air around her to disappear... she's gonna put a bubble inside of Storm's brain or in her chest the first chance she gets, and then expand it...

Here, H.E.R.B.I.E teleports - in the span of picoseconds - the FF into space to save them (so they are almost instantly sent into space where there's an absolute vacuum and absolute zero, like you say).
Sue creates a shield strong enough to protect them from crashing back down to Earth:
So IF Storm somehow is faster off the bat and IFshe can instantly drop the entire area's temperature and remove all the air, Sue can still....create incredibly strong forcefields and pop heads off. She doesn't even need to 'Step 1, create bubble, Step 2 expand', she can just....create a bubble that's large enough in the first instance.

She's creating a laser, right? Using the light captured in the "combustion engine" and fired through the goggles she makes for Ben and Reed.
So I think she's aligning and synchronizing the photons by turning her force field into a lens. "Synchronizing photons into a coherent beam of light" is exactly how a laser lens works, isn't it? It doesn't require ftl processing.
It's a very cool feat but seems like an engineering/GL feat.
This fight borders on being a stomp.
Sue has shields, can turn invisible, create force constructs (including bubbles in someone's head), and is very mobile in the air.
A typical fight plays out like this:
Within the first second, Sue throws up her shields, turns invisible, and takes to the air. Almost immediately after, she either impales Storm with a sharp force construct or creates a bubble inside her body and expands it.
From Storm's perspective, she has at most one second to act against an opponent who's invisible, shielded, and already airborne.
What can she realistically do in that time?
Absolutely nothing.
