When Captain America created a Tiny Universe
by being sent back in time to 1602 A.D. of Earth-616,
causing it to diverge into Earth-311.
Earth 311 (a Universal Timeline/the year 1602 of the 616 Universe)
only exists because CA travelled to it, otherwise it would've had no purpose to exist.
Same goes with all Timelines,
they only exist to fill the void in Time for the Past and the Future
when one travels to whatever specific point in the Past or Future.

was already created 3 issues before Phoenix severed it's Future due to Scott.Phoenix did not sever the Future of 616, she severed the Future of 15104.

Even if it diverges one second later, for that one second it is a full universe.
