From those faces, I'd say the roster is:

Row 1: Batman, Robin, Superman, GL Hal, Cyborg, Flash (most likely Barry), Wonder Woman, Martian Manhunter, Aquaman, Hawkman.

Row 2: Hawkgirl, Huntress, Batgirl (Barbara), Supergirl, Black Canary? Lex Luthor, Joker, Harley Quinn, Riddler, Two-Face.

Row 3: Penguin, Poison Ivy, Catwoman, Bane, Killer Croc, Mister Freeze? Scarecrow, Random Goon? Sinestro, Mad Hatter.

Row 4: Killer Moth, Man-Bat, Clayface, Hush, Ra's Al Ghul, Vandal Savage? Brainiac, Bruce Wayne, Dick Grayson? Clark Kent.

Row 5 looks like mainly goons, probably Lois Lane, Gordon, Alfred etc.

I'm assuming the blank spaces are for the DLC characters, which I hope are out soon.
